"Is this set useful?"
The Tormented Necromancer set is, as an entire set, relatively worthless. The staff, although it can pierce armor, does very low actual damage (less than 800 damage per second despite its ridiculous fire rate). The Skull of Endless Torment gives the Necromancer equipped with it a couple of useful stat bonuses (Which is good considering skulls' stat bonuses aren't very good in general), but its low range makes it very hard to use effectively against a group of enemies. The Fire Ring simply doesn't provide very many helpful stat bonuses, somewhat cancelling out the bonuses given by the Hellfire Robe and the Skull of Endless Torment.
In all, the Staff of Endless Torment kills the entire set's worth, as it's a pathetic weapon that is comparable to the likes of a vanity item.
Do not use this set in its entirety.
"That's too bad. What items are recommended for use without completing the set?"
The Hellfire Robe is a huge contrast to the rest of the items found in the Tormented Necromancer set. It gives the highest defense of any robe in the game, and it also gives a damage boost (though probably not as large of one as one might expect; the loss of 10 attack is huge even with the increase of 20 dexterity). In return, the robe gives no magical bonuses (wisdom, MP) whatsoever, but due to all robe classes having naturally high MP and at least a base 60 wisdom, this is no issue. It is definitely one of the best robes in the game and is highly sought after.
The Skull of Endless Torment is a useful item in situations, but due to its low range, it's not useful all the time. Wear it if you want the stat bonuses, or use it as a secondary skull.
