"Is this set useful?
The Heavenly Monk is a solid set to use when complete, giving the Mystic equipped with it a defensive play-style without limiting the Mystic's options very much. The Staff of Noble Magic is comparable to the likes of the Staff of Astral Knowledge, but also carries a few minor stat bonuses on top. The Orb of Heavenly Sight may carry a cooldown like the Orb of Conflict, but it instead bestows a very long berserk effect on the Mystic using it, which for the most part makes up for the lack of offense the entire set gives. The Heaven Monk's Apparel is a solid defensive robe, offering different bonuses than the Shendyt of Geb offers while still being a solid defense/support item.
The Necklace of Crystalline Celestial Forces is perhaps the only bad item in the entire set, as its bonuses are rather small and insignificant unlike the Heaven Monk's Apparel.

Overall, this set wouldn't be too bad of an idea to use completely.

"Cool! Which items could I use from this set by themselves?"
The Staff of Noble Magic is a solid item, and although there are other staves in Nilly's Realm that are better overall, you wouldn't be wrong to choose it as your main weapon due to the stat bonuses it provides.

The Heaven Monk's Apparel is interchangeable with the Shendyt of Geb mentioned earlier, as its defense stat equals that robe's and it gives speed and MP bonuses instead of a small health boost and a vitality bonus.

The Orb of Heavenly Sight's cooldown is the only thing preventing it from being a powerful orb to choose from, but if you can deal with that, the 5-or-more second Damaging buff is definitely worth it.
