This item is basically the magical counterpart to the Gauntlet of Mayhem, which makes sense as both the Gauntlet of Mayhem and Gauntlet of Chaos drop from the Stone Guardians.
The Gauntlet of Chaos is for the most part less useful than the Gauntlet of Mayhem, as it gives a powerful mix of magical bonuses instead of a pure defensive setup like its red counterpart. However, the magical bonuses this glove gives is unrivaled. Its main drawback, along with the Gauntlet of Mayhem, is the loss of 6 dexterity it forces onto its user. This is a sizable reduction in damage, and due to the fact that classes that make better use of MP have rather low damage per second values (Like Priest and Knight), this can be a big blow that the player simply cannot afford.
The most ideal class to use this glove on seems to be Assassin, as the class has no tools to evade damage like its Rogue and Trickster colleagues, making it harder to do raw weapon damage to dangerous enemies such as Oryx the Mad God 3. Its poison's full damage is unhindered by a loss of dexterity, meaning the Gauntlet of Chaos arguably provides only positive effects to the Assassin.
On other classes like Knight or Priest, there are other rings out there that can give you magic-based bonuses that better suit your character, but using the Gauntlet of Chaos wouldn't be too much worse, if even worse at all.
